This is an unusual embossed print of a Native American Indian Chief. I have not examined this outside of the frame, so I don't know if there are any additional markings that do not show. But the Indian bears a strong resemblance to Chief Wolf Robe of the Cheyenne tribe. He was photographed in 1898 by F. A. Rinehart and was even said to have been used for the likeness on the penny. I have the postcard also for sale in my shop if you would like to see the similarity.
It is in a round wood frame, with beading near the glass. It has a cardboard backing, with a wire for hanging.
