FB knows folks are using them to promote and want a piece of the action basically but they will not outright ask you to pay for use of the fan page as a whole. This way they limit you but allow you in part to promote for free.
Ads for fan pages IMO aren't the way to go.
Ads to your shops are worth it. It gets traffic without a doubt.

I had to checkmark the Interest feed or someething like that
