I seem to recall seeing my grandpa with something similar......

Yes powder!  Came out the nosel when the crack was turned.  Point and crank!!

You put the powder in and turn the handel and the dispenses threw the shoot there must of been a strap on it to for putting it over your shoulder there are 2 hooks on it for that.
