Is this Victorian? Possibly the clasp has been changed over the years? Enamel on the green.

Hard to tell. The "theme" is right with the horseshoe for luck.

The hinge on the pin stem doesn't look right. The clasp is "maybe".

 

And wouldn't it be worn with the opening up? So all the luck doesn't fall out.
