Just inherited this. What is it?

Hi, I just inherited this from a deceased relative and I have no idea what it is. It appears to be silver and there is a set of 5.  I can barely see the inscription on the back, but it seems to be 3 B's at the top, 3 stars in a clover leaf and some letters possibly a S and others.At first I thought it might be toothpicks but after looking online toothpicks have long pointy tips. These are only4 inches long and I can not figure it out.Any help would be appreciated.Thanks,KennySee More
